Operation/Coordinated long term NTC assessment

CEE TSOs decided to conduct an investigative analysis on ways of coordination of the NTC allocation process and to evaluate the efficiency of the flow based allocation (FBA) against the currently widely used NTC allocation mechanism during their High Level Meeting (HLM) in August 2010. The CEE TSO´s WG FBA and CAO were tasked to develop a process and method for coordination of NTC assessment for long term (yearly/monthly) auctions considering that the coordination of cross border capacities for day-ahead time frame will soon be based on the FB method.
Taking this resolution into account, CAO took the initiative to develop and introduce a new method and the process for the coordinated of LT NTC assessment. It comprises several steps on both sides of the regional CEEs but also on the side of CAO.
First step in the process is the preparation of the common grid model (CGM) for the particular long term allocation round. In cooperation with the TSOs the model is created by CAO based on individual TSOs’ input data. The initial capacities offered and calculated by TSOs are checked for security using the respective CGM. The capacities available are determined by applying an enhanced coordination of LT NTCs based on a multilayer coordination of capacities offered, followed by the reassessment of available capacities under different risk levels. After the calculation process each TSO receives the final calculation results including supporting documentations and reports showing the steps and procedures applied.
Once all outputs are received by the TSOs the final capacities to be offered in the particular long term auction process are approved and accepted.

This process is in regular operation in CEE region since yearly and monthly allocations for 2011.
