In seven European Regions the European electricity market is currently developing in order to enhance the Internal European Electricity Market by fostering market developments firstly at regional level. One of these regions is Central-Eastern Europe (CEE) which includes Austria, Czech Republic, Germany, Hungary, Poland, Slovakia and Slovenia.
The eight transmission system operators (TSOs) 50Hertz Transmission GmbH, APG Austrian Power Grid, ČEPS a.s., Elektro-Slovenija d.o.o., TenneT TSO GmbH, MAVIR Hungarian TSO Company Ltd., PSE-Operator S.A. and SEPS a.s. in July 2008 established the common regional capacity allocation office: CAO Central Allocation Office GmbH to implement a regional coordinated congestion management in CEE.
Since November 2009 CAO has provided market participants, active in the Central and Eastern Europe region, with a single point of registration for capacity auctions in CEE. Starting with the registration for the yearly auction 2010, CAO took over the role of the auction office for the 5 TSOs within the CEE region – 50Hertz Transmission GmbH; ČEPS, a.s.; PSE Operator S.A.; Slovenská elektrizačná prenosová sústava, a.s.; and TenneT TSO GmbH – and carried out the coordinated NTC auction.
In November 2010, CAO took over the entire organization of the auction process and capacity calculation coordination in the CEE region for 2011. This entails the introduction of one document of the common auction rules and auctions operation by CAO as the CEE single auction office in its new auction ePortal. The common auction rules allow smooth transition to the full flow-based method in the future. Available capacities are determined by applying an enhanced coordinated NTC assessment method based on a multilayer coordination of offered capacities.
