CAO Becomes Service Provider for D-2 Capacity Calculation for Northern Borders of Italy (CSE Region)

Austrian Power Grid AG (APG), Swissgrid AG (Swissgrid) and CAO Central Allocation Office GmbH (CAO) heading towards coordinated D-2 capacity calculation process for Northern Italian Borders

In July 2012 CAO Central Allocation Office GmbH1 has been invited by CSE TSOs2 to support their efforts to develop and establish a coordinated D-2 capacity calculation process for Northern Italian Borders. CAO took an advantage of its capacity calculation expertise gathered during the development of flow-based capacity calculation method for CEE region and developed and implemented its own and unique state-of-the-art algorithm for CSE that fully automatically determines particular combinations of remedial actions (both preventive and curative) i.e. that the import capacity at the northern Italian border is maximized and all security constraints defined by the TSOs are respected.

Experimentation phases for coordinated D-2 capacity calculation process for Northern Italian Borders have been conducted in the period July 2012 – December 2013. CAO´s excellent performance has been recognized by project parties, therefore, since the beginning of February 2014, CAO performs regular daily activities in the two-day-ahead timeframe as the regional Common Entity strongly supported by Swissgrid and APG and in cooperation with ELES, TERNA and RTE, being in charge of performing quality checks, merging files (D2CF and DACF) and automatically calculating maximum import Total Transfer Capacities (TTC) at the Northern Italian border. CAO was chosen by APG and Swissgrid to be their service provider delivering the capacity calculation for the entire region.

CAO continues the success story being one of the main developers and operators in the area of common grid models creation and coordinated capacity calculation for both long and short term time horizons extending its services beyond its home region of CEE. Being involved in the development and operation capacity calculations in CEE and CSE initiatives, CAO is maintaining its best-in-class position in this area of expertise.

1CAO Central Allocation Office GmbH - the common regional transmission capacity allocation office – was established by the eight CEE transmission system operators (TSOs), 50Hertz Transmission GmbH, ČEPS a.s., Electro-Slovenija d.o.o., TenneT TSO GmbH, MAVIR Hungarian TSO Company Ltd., PSE Operator S.A., Slovenská elektrizačná prenosová sústava a.s. and Verbund – Austrian Power Grid AG, in July 2008 to implement a regional coordinated congestion management procedure in the Central Eastern Europe region (CEE).
