Current status of the Congestion management project in the CEE region
The European electricity market is undergoing a major transformation. The driving force is the need to augment the European internal electricity markets primarily by establishing regional co-operation thereby developing the electricity markets at regional level. One of these regional co-operations is the Central-Eastern Europe (CEE) region comprising seven countries including Austria, Czech Republic, Germany, Hungary, Poland, Slovakia and Slovenia.
Market-based, transparent and non-discriminatory allocations of electricity transmission capacity to the CEE region, respecting the most physical flows, formed the principles for the foundation of CAO. In the course of 2011, CEE TSOs and CAO conducted a dry run phase during which the developed FB capacity calculation engine was tuned to transfer the risk level TSOs are facing in current NTC to future FB world. Results of the NTC vs. FB risk assessment analysis performed by CAO with support of Infinitas were presented in September 2011.
After completion of such a project phase the CEE TSOs have not decided on an implementation of the FBA method in its explicit way in the course of 2012 as originally planned due to a changing environment and priorities. These are now subject to discussion among the CEE TSOs and national regulatory bodies.
However, the CEE TSOs clearly recognized the accomplishment in the FBA Project and a respective document was prepared and presented by CAO summarizing the most important achievements, which can serve as a basis for future development of coordinated transmission capacity calculation. Beside its function as the CEE Auction Office, CAO is continuing to actively support CEE TSOs in the future phases of the project on integration at regional and interregional level towards the European target model for the electricity market.
In March 2012 national regulatory agencies from CEE region led by the Agency for the Cooperation of Energy Regulators (ACER) agreed on the establishment of a new project for congestion management in CEE region based on the implicit scheme. Following the results and conclusions of the discussions on regulatory level, TSOs with the support of CAO started the preparation of the new project which shall provide the basis for a further detailed roadmap to be elaborated until June 2012. The major cornerstone of this CEE target model implementation roadmap agreed upon shall be the go-live of a flow-based capacity calculation and implicit auctioning in one single step by the end of 2013 for the entire CEE Region. Both elements of the target model implementation shall be compatible to the CWE and NWE solutions.
