Coordinated Electricity Transmission Capacity Allocation Process on HU-HR and SI-HR Border Harmonized with the CEE Region to be Introduced for 2013
Representatives of the Elektro-Slovenija, d.o.o. (ELES), MAVIR Hungarian Independent Transmission Operator Company Ltd. (MAVIR), HEP-Operator prijenosnog sustava d.o.o. (HEP-OPS) and CAO Central Allocation Office GmbH (CAO) have agreed to introduce harmonized electric transmission capacity allocation process principles currently applied in CEE region on border Hungary - Croatia and Slovenia - Croatia
In December 2011 CAO and HEP-OPS supported by ELES and MAVIR informed the market participants about the intention to integrate the borders Hungary - Croatia and Slovenia - Croatia into the electricity transmission capacity allocation process organized by CAO using the principles and the solution already applied among 8 TSOs from the CEE region in order to contribute to the creation of an EU Internal Electricity Market.
ELES, MAVIR, HEP-OPS and CAO have agreed to introduce this process for the year 2013 starting with the yearly auction and continuing with monthly and daily auctions. The initiative is also supported by all other CEE TSOs.
Process will be organized based on separate Rules for Coordinated Auction of Transmission Capacity on HU-HR and SI-HR Border which are fully consistent with the rules applied in the CEE Region. Auction Rules and other important information in connection to the introduction of the new procedure will be published and distributed by CAO within the following weeks.

CAO Central Allocation Office GmbH in cooperation with the CEE TSOs provided mainly during the year 2011 all requested analyses and dry-runs in order to implement the FBA method of capacity calculation. After completion of such a project phase, the CEE TSOs have not decided on implementation of the FBA method in its explicit way in the course of 2012 as originally planned due to changing environment and priorities. These are now subject to discussion among the CEE TSOs and national regulatory bodies.

Representatives of the HEP-Operator prijenosnog sustava d.o.o. (HEP-OPS) and CAO Central Allocation Office GmbH (CAO) have signed a Memorandum of Understanding (MoU) about the cooperation in introduction of harmonized electric transmission capacity allocation process on Croatian EU borders.

CEE TSOs recognize that the target model for the European electricity market is full price coupling based on Flow-Based Capacity Calculation and Allocation scheme (FBA). The well-thought decision taken by CEE TSOs to develop Flow based calculation methodology has been confirmed by European Regulators associated in ACER who have declared in draft Framework Guidelines on Capacity Allocation and Congestion Management that the Flow Based method for capacity calculation is “preferred for short term capacity calculation in cases where transmission networks are highly meshed and interdependencies between the interconnections are high” such as the CEE region.
